Young black males around the country are graduating at much slower rates than their white counterparts, according to a national educational study released Tuesday.

The graduation rates for black males in Oakland mirrors the national numbers in this report. But this is a problem Oakland educators are working diligently to solve.

There is a crisis in Oakland schools. The graduation rate for black students is just shy of 50 percent and for other races it is 70 percent.

Why black students in this largely African-American city aren’t graduating at the same pace is one of the problems principals are trying in vain to find solutions to during summer meetings held even before students head back to school.

They now have a goal.

“We are saying in the next four years, we have to double the graduation rate of African-American males,” Superintendent of Schools Tony Smith said.

A new study by the Massachusetts-based Schott Foundation found that Oakland is hardly alone. The report concluded that schools around the country are “systemically failing black males.”

Nationally, the graduation rate for black male high school students is just 47 percent. In California, the numbers are only slightly better — a 54 percent graduation rate for African-American males — 78 percent for whites.

Black males in New York City and Philadelphia school districts fared among the worst, with a 28 percent graduation rate. They did the best in New Jersey.

Experts say money and a historic lack of it in urban districts is to blame.

“Most import is the overarching inequality of distribution of educational resources in this country,” UC Berkeley African American Studies professor Na’ilah Nasir, Ph.D. said.

The report also says black males are punished more and given less opportunities in class than their white peers.

Oakland educators say it is possible to make a lasting change. Principal Brandi Patterson, whose own mother had a fifth grade education, says she’s living proof that teachers can and do make a difference.

“You have such a great opportunity to impact the students in ways that you will never see, and it lasts a lifetime,” she said.

Some educators and the expert ABC7 spoke to also blame what they view as failed educational programs at the federal level, including the No Child Left Behind Act. The emphasis on test scores, they say, has set many African-American boys up for failure.

More people in the United States are expressing support for deporting all illegal immigrants currently working in the country, according to a poll by Angus Reid Public Opinion. 50 per cent of respondents share this opinion, up eight points since May.

On the contrary, 27 per cent of respondents would allow illegal workers to remain in the U.S. and eventually apply for citizenship, and 16 per cent would allow them to work on a temporary basis but not offer them a chance to become citizens.

In March 2006, the Pew Hispanic Center calculated the number of undocumented immigrants in the U.S. at somewhere between 11.5 million to 12 million.

On Apr. 19, the Arizona State Senate voted 17-11 to pass an immigration bill, also known as the Support Our Law Enforcement and Safe Neighborhood Act. The Arizona House of Representatives had previously endorsed the legislation in a 35-21 vote. The new bill includes provisions such as making it a crime to transport someone who is an illegal immigrant; requiring state and local police to determine the status of a person if there is “reasonable suspicion” that they are illegal immigrants; arresting people who are unable to provide documentation to prove they are in the U.S. legally; and making it a crime to hire day labourers off the street.

U.S. President Barack Obama called the Arizona immigration law “misguided” and called for “a common-sense, comprehensive immigration reform grounded in the principles of responsibility and accountability.” The Justice Department has filed a lawsuit, claiming that only federal authorities should be in a position to enforce immigration laws.

On Jul. 7, Republican Arizona governor Jan Brewer defended the immigration law in the face of the lawsuit, saying, “Today’s [lawsuit] is nothing more than a massive waste of taxpayer funds; these funds could be better used against the violent Mexican cartels than the people of Arizona.”

The Rasmussen Reports daily Presidential Tracking Poll for Friday shows that 25% of the nation’s voters Strongly Approve of the way that Barack Obama is performing his role as president. Forty-six percent (46%) Strongly Disapprove, giving Obama a Presidential Approval Index rating of -21 (see trends).

These results are based upon nightly telephone interviews and reported on a three-day rolling average basis. As a result, more than two-thirds of the interviews for today’s update were conducted after the president’s speech to the nation. Tomorrow’s update will be the first based entirely upon interviews conducted after the speech.

The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern (sign up for free daily e-mail update). Updates are also available on Twitter and Facebook.

Overall, 41% of voters say they at least somewhat approve of the president’s performance. That’s the lowest level of approval yet recorded for this president. Fifty-eight percent (58%) now disapprove.

Seventy-six percent (76%) of Democrats approve of the president’s performance. Eighty-five percent (85%) of Republicans disapprove along with 72% of unaffiliated voters.

President Obama’s numbers have typically bounced following a national television event. Generally, they bounce up a little. Once, following a press conference, they went down. In all cases so far, the bounce has lasted a week or so and then faded.

Thirty-three percent (33%) say the president is doing a good or an excellent job handling the Gulf oil spill. Forty-six percent (46%) say he’s doing a poor job.

The Rasmussen Reports Media Meter shows that media coverage of President Obama has been 39% positive over the past week. Since the passage of the health care law, coverage has ranged from a high of 60% positive to a low of 39% positive.

It is important to remember that the Rasmussen Reports job approval ratings are based upon a sample of likely voters. Some other firms base their approval ratings on samples of all adults. President Obama’s numbers are always several points higher in a poll of adults rather than likely voters. That’s because some of the president’s most enthusiastic supporters, such as young adults, are less likely to turn out to vote. It is also important to check the details of question wording when comparing approval ratings from different firms.

Rasmussen Reports has been a pioneer in the use of automated telephone polling techniques, but many other firms still utilize their own operator-assisted technology (see methodology). Pollsters for Presidents Jimmy Carter and Bill Clinton have cited our “unchallenged record for both integrity and accuracy.”

The Pew Center noted that Rasmussen Reports beat traditional media in covering Scott Brown’s upset win in Massachusetts earlier this year: “ “It was polling—not journalistic reporting—that caught the wave in the race to succeed Massachusetts Senator Edward M. In the 2009 New Jersey Governor’s race, automated polls tended to be more accurate than operator-assisted polling techniques. On reviewing the state polling results from 2009, Mickey Kaus offered this assessment, “If you have a choice between Rasmussen and, say, the prestigious N.Y. Times, go with Rasmussen!”

In 2008, Obama won 53%-46% and our final poll showed Obama winning 52% to 46%. While we were pleased with the final result, Rasmussen Reports was especially pleased with the stability of our results. On every single day for the last six weeks of the campaign, our daily tracking showed Obama with a stable and solid lead attracting more than 50% of the vote.

The margin of sampling error—for the full sample of 1,500 Likely Voters–is +/- 3 percentage points with a 95% level of confidence. Like all polling firms, Rasmussen Reports weights its data to reflect the population at large (see methodology). Among other targets, Rasmussen Reports weights data by political party affiliation using a dynamic weighting process. While partisan affiliation is generally quite stable over time, there are a fair number of people who waver between allegiance to a particular party or independent status. Since the November 2008 election, the number of Democrats in the country has declined while the number of unaffiliated voters has grown.

Our baseline targets are established based upon separate survey interviews with a sample of adults nationwide completed during the preceding three months (a total of 45,000 interviews) and targets are updated monthly. Currently, the baseline targets for the adult population are 35.8% Democrats, 32.2% Republicans, and 32.1% unaffiliated. Multi-ethnic New York: Whites are on the verge of becoming a minority of newborn babies in the U.S., according to census figures (file picture)

Whites are on the verge of becoming a minority of newborn babies in the United States.

Official census figures show that non-white births, including Hispanics, constituted 48 per cent of children born in America between July 2008 and 2009, up from 46 per cent two years before.

Experts said the U.S. could become a ‘minority majority’ as early as next year, with minority births being greater than whites of European ancestry.

The reason for the change is the higher birth rate among non-white U.S. citizens – even in the recession, where birth rates fell across all racial groups, non-whites saw a lower fall.

But, as in Britain, the changing make-up of the population has led to tensions and particular concern over the strain it puts on schools and social services.

The state of Arizona recently enacted a law which made it an offence to be an illegal immigrant and allowed police to stop and search anybody they thought did not look like they were from the US.

Other laws passed by the state, which were roundly condemned for being discriminatory, required teachers to not have an overly thick accent.

The census data shows that minorities made up 31 per cent of the US population in 2000 but between July 2008 and 2009 that had increased to 35 per cent.

Among Hispanics, there were around nine births for one death, compared to a one-on-one ratio for whites.

In addition, the median age of the white population is older than that of non-whites so a larger share of minority women are in prime child-bearing years.

Kenneth Johnson, senior demographer at the Carsey Institute at the University of New Hampshire, said the tipping point where ‘minority’ births become a majority could come as early as next year.

‘The question is just when,’ he said.

In Britain, the pressure of immigration and rising birth rates fuelled by the new arrivals will swell some southern towns by nearly a fifth over the next eight years, official figures show.

In London, the situation is more extreme where four in ten young people are members of ethnic minorities.

A government report found that more than 700,000 children and teenagers are classed as non-white, around 40 per cent of the age group in the capital.

Arizona finally fighting aginst Illegal Immigration

The Arizona legislature has now passed the toughest measure against illegal immigration in the country, authorizing local police to stop and check the immigration status of anyone they suspect of being in the country illegally.

A new Rasmussen Reports telephone survey finds that 70% of likely voters in Arizona approve of the legislation, while just 23% oppose it.

Opponents of the measure, including major national Hispanic groups, say it will lead to racial profiling, and 53% of voters in the state are concerned that efforts to identify and deport illegal immigrants also will end up violating the civil rights of some U.S. citizens. Forty-six percent (46%) don’t share that concern

Those figures include 23% who are very concerned and 18% who are not at all concerned.

Civil rights concerns were a bit higher last year. following a series of aggressive enforcement actions by the Maricopa County Sherriff.

Eighty-three percent (83%) of Arizona voters say a candidate’s position on immigration is an important factor in how they will vote, including 51% who say it’s very important.

The measure is already having an impact on this year’s Senate and governor races in the state.

Senator John McCain, who is facing a serious Republican Primary challenge this year in part over his involvement in developing immigration reform legislation, on Monday endorsed the new state law. McCain now earns just 47% support to challenger J.D. Hayworth’s 42% in Arizona’s hotly contested GOP Senate Primary race.

Arizonans consistently have been critical of the U.S. government’s failure to secure the border with Mexico, and that anxiety has increased with growing drug violence along the border.

While many in Washington, D.C. view immigration reform as a way to legalize the 10 million or more illegal immigrants in the country, 73% of voters in Arizona now say gaining control of the border is more important than legalizing the status of these undocumented workers.

In July of last year, 51% of Arizona voters said it is more important for Congress to pass immigration reform than health care reform.

That view is shared by voters nationwide and has been for several years.

Eighty-four percent (84%) of Arizona Republicans and 69% of voters not affiliated with either major party in the state favor the new get-tough legislation. Democrats are more closely divided: 51% like the new law, but 43% oppose it.

Sixty percent (60%) of Democrats and 57% of unaffiliateds are concerned that the law may lead to possible civil rights violations against U.S. citizens. Fifty-four percent (54%) of Republicans are not very or not at all concerned about this.

Republican Governor Jan Brewer now has the bill on her desk, awaiting either her signature into law or her veto. State Attorney General Terry Goddard, a Democrat who is running against Brewer for governor this year, has announced his opposition to the new law.

The top four GOP contenders for governor of Arizona, including Brewer, have all expanded their support since last month in match-ups with Goddard. The Democrat has lost ground and now trails in all four contests. One factor in the latest trends may have been Goddard’s refusal to join other states in suing the federal government over the new health care law. Brewer found a way to proceed despite Goddard’s refusal and got a big bounce in the polls.

The new law puts into state statute some of the policies that have long been practiced by Maricopa County Sheriff Joe Arpaio. But his aggressive enforcement of federal laws against illegal immigration have triggered a Justice Department probe and moves by the Obama administration to reduce his ability to enforce federal immigration laws.

When these moves against Arpaio were first reported in March 2009, 68% of Arizona voters said they had a favorable view of the sheriff. Voters also strongly favored his tactics including police raids on places where illegal immigrants gather to find work.

Not well-liked in the world

Survey conducted in 28 countries on 29,000 respondents reveals that only Iran, Pakistan, North Korea have more negative perception than Israel. Most ‘loved’ country is Germany. ‘Obama effect’ has resulted in improvement in relations towards US for first time since 2005.

Only Iran, North Korea, and Pakistan are viewed in a more negative light than Israel, according to a poll conducted in 28 countries and published Tuesday by the BBC.

The poll shows that just 19% of the 29,000 respondents questioned view Israel positively versus 50% who perceive the country in a negative light. Together with Israel at the bottom of the list are Iran (15% positive, 56% negative), Pakistan (16% positive, 51% negative), and North Korea (17% positive, 48% negative).

The poll also showed that world perceptions of the US are improving with 46% of respondents viewing the country favorably and 34% viewing the country negatively. Only two countries saw a decrease in the perception of the world’s number one superpower – Turkey and India.

Topping the list of “America haters” are Turkey, with 70% of its respondents viewing the US unfavorable, and Pakistan, with 52% viewing the US negatively. Support for the US dropped surprisingly in India, from 43% to 39%.

“People around the world today view the United States more positively than at any time since the second Iraq war,” said Doug Miller, chairman of international polling firm GlobeScan, which carried out the poll with the Program on International Policy Attitudes (Pipa) at the University of Maryland. He noted that the “Obama effect” apparently is a real thing.

Pipa director Steven Kull noted: “After a year, it appears the ‘Obama effect’ is real.

According to the poll, the most favorable viewed countries are Germany (59%), Japan (53%), Britain (52%), Canada (51%), and France (49%).

America’s “Great Compromiser” Henry Clay called government “the great trust,” but most Americans today have little faith in Washington’s ability to deal with the nation’s problems.

Public confidence in government is at one of the lowest points in a half century, according to a survey from the Pew Research Center. Nearly 8 in 10 Americans say they don’t trust the federal government and have little faith it can solve America’s ills, the survey found.

The survey illustrates the ominous situation President Barack Obama and the Democratic Party face as they struggle to maintain their comfortable congressional majorities in this fall’s elections. Midterm prospects are typically tough for the party in power. Add a toxic environment like this and lots of incumbent Democrats could be out of work.

The survey found that just 22 percent of those questioned say they can trust Washington almost always or most of the time and just 19 percent say they are basically content with it. Nearly half say the government negatively effects their daily lives, a sentiment that’s grown over the past dozen years.

This anti-government feeling has driven the tea party movement, reflected in fierce protests this past week.

“The government’s been lying to people for years. Politicians make promises to get elected, and when they get elected, they don’t follow through,” says Cindy Wanto, 57, a registered Democrat from Nemacolin, Pa., who joined several thousand for a rally in Washington on April 15 — the tax filing deadline. “There’s too much government in my business. It was a problem before Obama, but he’s certainly not helping fix it.”

Majorities in the survey call Washington too big and too powerful, and say it’s interfering too much in state and local matters. The public is split over whether the government should be responsible for dealing with critical problems or scaled back to reduce its power, presumably in favor of personal responsibility.

About half say they want a smaller government with fewer services, compared with roughly 40 percent who want a bigger government providing more. The public was evenly divided on those questions long before Obama was elected. Still, a majority supported the Obama administration exerting greater control over the economy during the recession.

“Trust in government rarely gets this low,” said Andrew Kohut, director of the nonpartisan center that conducted the survey. “Some of it’s backlash against Obama. But there are a lot of other things going on.”

And, he added: “Politics has poisoned the well.”

The survey found that Obama’s policies were partly to blame for a rise in distrustful, anti-government views. In his first year in office, the president orchestrated a government takeover of Detroit automakers, secured a $787 billion stimulus package and pushed to overhaul the health care system.

But the poll also identified a combination of factors that contributed to the electorate’s hostility: the recession that Obama inherited from President George W. Bush; a dispirited public; and anger with Congress and politicians of all political leanings.

“I want an honest government. This isn’t an honest government. It hasn’t been for some time,” said self-described independent David Willms, 54, of Sarasota, Fla. He faulted the White House and Congress under both parties.

The poll was based on four surveys done from March 11 to April 11 on landline and cell phones. The largest survey, of 2,500 adults, has a margin of sampling error of 2.5 percentage points; the others, of about 1,000 adults each, has a margin of sampling error of 4 percentage points.

In the short term, the deepening distrust is politically troubling for Obama and Democrats. Analysts say out-of-power Republicans could well benefit from the bitterness toward Washington come November, even though voters blame them, too, for partisan gridlock that hinders progress.

In a democracy built on the notion that citizens have a voice and a right to exercise it, the long-term consequences could prove to be simply unhealthy — or truly debilitating. Distrust could lead people to refuse to vote or get involved in their own communities. Apathy could set in, or worse — violence.

Democrats and Republicans both accept responsibility and fault the other party for the electorate’s lack of confidence.

“This should be a wake-up call. Both sides are guilty,” said Sen. Claire McCaskill, D-Mo. She pointed to “nonsense” that goes on during campaigns that leads to “promises made but not promises kept.” Still, she added: “Distrust of government is an all-American activity. It’s something we do as Americans and there’s nothing wrong with it.”

Sen. Scott Brown, a Republican who won a long-held Democratic Senate seat in Massachusetts in January by seizing on public antagonism toward Washington, said: “It’s clear Washington is broken. There’s too much partisan bickering to be able to solve the problems people want us to solve.”

And, he added: “It’s going to be reflected in the elections this fall.”

But Matthew Dowd, a top strategist on Bush’s re-election campaign who now shuns the GOP label, says both Republicans and Democrats are missing the mark.

“What the country wants is a community solution to the problems but not necessarily a federal government solution,” Dowd said. Democrats are emphasizing the federal government, while Republicans are saying it’s about the individual; neither is emphasizing the right combination to satisfy Americans, he said.

German Troops

Nearly 80 percent of Germans oppose Berlin’s plans to hike the number of troops in Afghanistan, according to a poll released Wednesday on the eve of a major international conference. Four out of five Germans said they disagreed with a stronger military role for Berlin in Afghanistan, the survey by the independent polling institute Forsa indicated. Even among supporters of Chancellor Angela Merkel’s conservative Christian Union, 77 percent said they objected to adding soldiers to the 4,300-strong force now in the war-ravaged country. Among members of the junior partner in the ruling centre-right coalition, the pro-business Free Democrats (FDP), the rate was even higher, at 86 percent. The survey revealed very shallow support for the Afghan mission. “When asked whether they personally supported the German soldiers’ deployment, nearly half (49 percent) said no,” Forsa said. In a troubling sign for Merkel, who pledged Tuesday to send another 500 troops to Afghanistan with a reserve force of 350 soldiers and begin a withdrawal in 2011, 36 percent of conservative voters and nearly half of FDP voters said they opposed the mission. Forsa found the number of Germans calling for an immediate withdrawal from Afghanistan to be “surprisingly high” at 32 percent. Around one in four — 24 percent — called for pullout by the end of 2011, 14 percent wanted a deadline for the end of the mission in 2015 while 25 percent said German troops should remain in Afghanistan longer if still needed. In Germany, where the horrors of World War II still colour the debate on military missions, all parties in parliament with the exception of the far-left Die Linke support the eight-year-old Afghan deployment to varying degrees. The poll was conducted a week before Merkel’s announcement to boost troop levels, on January 20-21, among 1,002 German citizens with a margin of error of three points. A conference in London Thursday on mapping out the way forward in Afghanistan will bring together foreign ministers from 60 countries including US Secretary of State Hillary Clinton.

Some people never forget a face. For the rest of us, recognizing faces is not so easy. And those with prosopagnosia can’t even recognize their close friends.

Now scientists say the ability to recognize faces is inherited and separate from general intelligence or IQ.

IQ is strongly heritable. And one longstanding general thought about IQ holds that if you’re smart in one area, you’ll be smart in others. But some skills seem distinct. A person can be brilliant with numbers but not good with linguistics, for example. This latter reality supports a modularity hypothesis, in which the mind is like a Swiss Army knife — a general-purpose tool with special-purpose devices, researchers explained.

“Our study provides the first evidence supporting the modularity hypothesis from a genetic perspective,” said lead author Jia Liu, Professor of Cognitive Neuroscience at Beijing Normal University in China. “That is, some cognitive abilities, like face recognition, are shaped by specialist genes rather than generalist genes.”

“Our finding may help explain why we see such disparities of cognitive abilities within the same person in certain heritable disorders,” said co-author Nancy Kanwisher of the McGovern Institute for Brain Research at MIT.

In dyslexia, for example, a person with normal IQ has deficits in reading, while in Williams Syndrome, people have low IQ but excellent language skills.

The study is detailed in the Jan. 7 issue of the journal Current Biology.

To test the ideas, Liu and his colleagues recruited 102 pairs of identical twins and 71 pairs of fraternal twins aged 7 to 19 from Beijing schools. Because identical twins have 100 percent of their genes in common while fraternal twins have just 50 percent, traits that are strongly hereditary are more similar between identical twins than between fraternal twins.

Participants were shown black-and-white images of 20 different faces on a computer screen for one second per image. They were then shown 10 of the original faces mixed with 20 new faces and asked which ones they had seen before. The scores were more closely matched between identical twins than fraternal twins, and Liu attributed 39 percent of the variance between individuals to genetic effects.

Further tests confirmed that these differences were specific to face recognition, and did not reflect differences in sharpness of vision, general object recognition abilities, memory or other cognitive processes.

In a separate study of 321 students, the researchers found that face recognition ability was not correlated with IQ, indicating that the genes that affect face recognition ability are distinct from those that affect IQ.

The researchers are now investigating whether other cognitive abilities, such as language processing, understanding numbers, or navigation, are also heritable and independent from general intelligence and other cognitive abilities.

The work was funded by the National Natural Science Foundation of China and a host of other institutions.

A new Rasmussen Reports national telephone survey shows that just seven percent (7%) of adults oppose auditing the Federal Reserve and making those results available to the public. Fourteen percent (14%) are not sure.

The new findings mark a four-point increase in support for auditing the Fed from July. The audit – to be conducted by the General Accounting Office, Congress’ investigative agency – was first proposed by Republican Congressman Ron Paul and is now part of the House’s version of a bill putting more regulatory controls on the financial sector. The Senate is more skeptical of the audit proposal.

Moreover, twice as many Americans oppose as support the reappointment of Ben Bernanke. After nearly a century, it’s time to make the Federal Reserve accountable for its policies.

IQ isn’t something you learn in school. You are born with it, you die with it. You can’t become Einstein or Tesla by studying. Culture and education are irrelevant to IQ. Geniuses are born geniuses, they don’t become geniuses by reading books, going to school, etc. In response to the egalitarians, there is no one stopping Africans from building schools in their own nations, nor is it the duty of the white people to build schools for them. No one ever gave anything to Europeans for free. So why Africans should ever receive something from Europeans?
