It is the first time an EU representative has said what so many believe; that peace between Israel and the Palestinians depends on negotiations based on the pre-1967 borders. For 40 years lip service has been paid to the rights of Palestinians in the Occupied Territories and instead of penalising Israel for breaking Geneva Conventions, ignoring International Law and abusing human rights there has been a policy of appeasement with the result that Israel has made no serious attempts to achieve peace and the Palestinians are now more totally controlled by Israel than ever before.
